NEGOTIATING FIRE AND EMERGENCY SERVICES-SPECIFIC COLLECTIVE BARGAINING AGREEMENT PROPOSALS
The model contract Handbook – “Negotiating Fire and Emergency Services-Specific Collective Bargaining Agreement Proposals” is now in its final stages. It will be available November 1, 2015. The Handbook is the end product of special Model Contract Language Proposal Project undertaken by the AFGE Firefighters Council and AFGE’s 4th and 5th Districts (NVP’s Joe Flynn and Everett Kelley). The Handbook is divided into five chapters:
These Chapters are designed to enable firefighters who are not usually members of negotiating teams to craft proposals that address their specific working conditions and to aid those who are on negotiating teams, most of whom are not firefighters, to argue for their inclusion in the CBA covering all employees at an installation.
The “How To” chapters are followed by a comprehensive list of suggested proposals including detailed explanations where necessary and including case cites regarding negotiability decisions if they exist and various laws and regulations that support the proposal.
